Nobody would give half a rat's butt about the standards of roleplay after giving a cursory glance at Stories and Biographies, it's merely a matter of balance.
IDs that can do everything are overpowered and overpowered IDs attract people to the detriment of every other faction.
Giving civilian, unlawful and lawful tech to an ID with a massive ZoI that can shoot EVERYONE is going to attract everyone to that kind of ID... and it's going to leave nothing to shoot for the people who have it.

Let's be pragmatic.

That's the thing, there already are IDs that can do basically the same things while having access to caps up to BSs. Nobody is asking to give wild pawns the same tech as Aoi, but at this moment they have fewer options than even freelancers (which are supposed to have limited tech because they have more freedom).
