Dear Aurelia-san,

I would suggest simply not to run operations in Kusari with the equipment considered contraband. My clan assists in upholding the public order but by no means enforces the law on the regular basis. This does mean, however, that we would encourage the violation of the standing laws especially when there is a valid reason for those laws. If you are so keen on keeping the equipment installed, I would recommend either getting the permit or using smaller ships to access Kusari while the mother ship remains outside the jurisdiction of Kusari. As the last resort, you can come without the batteries for the stealth module which will be a sign to the police you are not going to use it. Perhaps, it will discourage them from misinterpreting the situation.

As for the system - no, we have not encountered any aliens or humans. The system was pristine, possibly never visited by a piloted expedition. This said, there were no traces of artefacts of either human or another origin. We called it "Chubu" and claimed for the Reformed Empire of Kusari. One planet was deemed habitable and we established a foothold on it with a small semi-permanent settlement. The imperial government has been duly informed about the developments. My clan is currently responsible for supplying and protecting the system until the navy and the police organise their operations there. While the exploration was guided by curiosity the further development will be directed in line with the socioeconomic and political needs of the Empire. I presume for you as a scientist showing interest in traces of non-human civilisations this system would be "bland". Still, if you decide to visit it - we can organise a short trip. Mind, however, that the system being declared a part of the patrimony of the Empire of Kusari, the limitation regarding the use of stealth technology stands. At least during the trip through Honshu from where we normally access Chubu. Therefore, I would firstly suggest resolving the issue with the restricted technologies if you intend to travel using the ship I had the pleasure of seeing in Tottori.
