Well, to put it this way... the Catamaran and Red Cat are vastly unbalanced if people use them out of Kusari... since the rest of Sirius doesn't really enjoy the same speed advantage. It either needs a clamping down on mercs using Kusari stuff outside of it (but still leaves the issue of Bretonia losing the war in it's big, fat fighters against pretty much everything Kusari has) or making Kusari ships more on par with the rest of Sirius (which will make them more boring).
