Liberty has sat dormant for many months, not getting involved in the Kusari-Gallia Conflict, and not starting its own issues.

Oh, it's not for a lack of trying. Battlecruiser Lehigh in Tau-23 with indie+OF LSF ZOI around it (implemented 4? months later), Gallic Navy marked as hostile in the laws, an attempt at Liberty to strongarm Kusari and Gallia into ceasing hostilities. The latter was stonewalled by the story lead at the time who was adamant Liberty shouldn't be involved at all.

But, you know.
