Corporations besides hybrid states like GMG and Core don't really care about bases and solars, it changes their gameplay very little and imo would be a big waste of time to focus on.
E.G. I play Kruger in Rheinland - you barely even ever notice you have less bases than Daumann, in terms of function they are irrelevant almost and you could do with one HQ and little would change.
