In my opinion, Pirate ID needs fixing. Now Pirates can make demand to combat ships in order to PvP and claim bounties later on.

It is sort of situation where Pirate ID can either demand credits form victims or get paid even if they refuse.

I would suggest making Pirate ID piracy limitation to freighters and transports only. Which would make sense inRP, would bound pirate rule-wise to pursue true role of ID, and prevent PvP abuse that is hard to prove under current rules.

To claim, though, they have to be registered. Registration for a Molly, Rogue etc is not automatic for independent pirates.

No bounty rule gives anyone the ability to ignore their IDs restrictions. The rule you quoted merely makes it clear anyone can participate in the bounty system, that wasn't clear before.

Hell, I think it was clear before this thread, which is itself a clarification.

So, all you need to do is make the one who you cannot engage rule-wise annoyed enough to engage you. Got it. Seems legit and logical.

Uh, no. Looking at my AI ID:
Here's a map for it (Alaska is green for it though)
Green = 1 Jump Gate (no hunting here)
Black = 2+ Jump Gates (no hunting here)
White = No Jump Gates
Grey = No Jump Gates, but must travel through a black or green system in order to get to it

Your map has an error by its own rules; Alaska should be Green, and adjoining systems from Ellesmere Grey as a result.
