My problem is that once you saw a suspicious Freelancer in an extremely expensive ship and flashy equipment (Obsidian, Jintsuriki, Cheetah, flashy lights) in one of your backwater systems

I don't see why the equipment mounted on a ship should denote a character as being important, their attitude aside, if that's all there is to attempt singling them out as important then they honestly just aren't important whatsoever. This may not be what you want, but it is a fair reaction considering not everyone in the world is impressed or influenced by what a person possesses as opposed to how a person behaves. You might want to let that sink in.
