New people these days have a tendency to either join trade factions or unlawfuls. A bonus like this idea suggests will greatly help the more neglected factions such as navy and police factions.
Arrange a patrol with friends. You can also move prisoners now. There is plenty to do in-game with lawfuls and it doesn't nor shouldn't need hostile players to be around. They will come to shoot lawfuls by themselves most of the times.
