Mind you in the case I reference, the fighters were only attacking each other (and a bomber), and there were plenty of other capital class targets to be had.

Hey, let me provide some clarity on this one.
There is no general fleet doctrine or policy that we adhere to in fleet battles / in PvP. It goes without saying though that we strive to follow the server rules as much as possible and address failings when that isn't the case.
As far as tactics, in a fleet battle, our capital ships will support our bombers and fighters by providing covering fire or being used as an indirect shield to soak enemy fire, if they are under pressure by opposing snubs. If the opportunity presents itself to eliminate an enemy, our ships will take it. This makes sense from a strategic perspective and more importantly from an RP one.
In terms of fleet composition, there's a reason why anti-snub builds exist on capital ships and we've done our best to adapt as much as possible both by learning from old-time veterans and from observing our enemies employing similar tactics.
