I apologize for intruding but Jax makes a valid argument, I have been playing here for 8 years and was around when the POB system was initiated. It was always a rule of thumb that moving a base core 3 and above was a "No Go" due to the fact that an opposing faction would have little to no chance challenging the POB of which they would have had a chance when it was first established. Allowing this would set a precedent that you can make a POB in a safe system where you can control its growth then move it to a less friendly one.
