The Office of Spatial Planning is unable to ratify your base construction until an exact location is specified. Your documentation also lacks proof of positive (0.3+) relations with Gallia, as well as proof of 100 million credits being sent to 'Gallic.Union-Bank' account. Until those terms are satisfied, I'm afraid I can't approve the base construction.

Looking forward for a swift completion of your paperwork.
