[Ship Stats] Nomad Cruiser lacks harmonic slots

The item was explained simply as a method to help balance the various ships, giving some more armour, others more shields. The only way to give certain ships more shields is through equipment like these, hence why they exist. Most lighter cruisers have maneuverability or some other variation that makes it so they don't need increased shields. Some, like the Praefect, have increased hull instead. The Caliburn has better turning. On and on.

tl;dr they exist to get around game engine limitations to give ships different amounts of shielding, without making a bunch of shields for each cruiser.
