Anyone who isnt super-human isnt really considered 'worthy' of being allies... the Black Lance will work with those that benefit their cause, but it doesnt go beyond 'business'.

As long as you arent a house military, police, or other 'lawful military' faction, an alliance isnt out of the question, just make sure you present yourselves as strong and capable of survival, or the Black Lance pilots will probably see you as weak and exterminate you =P
