IQ means Intelligence Quotient. This was not the original term for it. The IQ test is not a test of intelligence but logic. In 1905, psychologists Alfred Binet and Théodore Simon designed a test for children who were struggling in school in France. Designed to determine which children required individualized attention, their method formed the basis of the modern IQ test.

In Australia, the IQ of Aboriginals is very low. This is not because they are unintelligent but because have not been exposed to logic puzzles. When they do a standardized test they are only comparing those who have exposure to logic puzzles against those who don't have that experience. If you have a deprived education, you are deprived of the experience of solving logic puzzles. When exposed to logic puzzles, those who were previously tested with low IQ suddenly find themselves well into the normal range. There is no evidence for a genetic component behind IQ differences between racial groups.
