The construction of the base "Rousseau" remains pending, but you can proceed with the preparation of its construction (Building Materials), management (Personnel and Materials) of the Modular Base.

The reason why the decision remains pending is because you did not give an exact position of the future Modular Base.

As for the steps, I would advise you to read the specifics in the Laws governing the Gallic Union regarding the Modular Bases. I would personally advise you to take note of the bases nearby for the commodities used in the construction of such an installation, and where the consumable commodities needed for the maintenance of a Modular Base are.

First of all, please pardon us for the very late reply.

The construction of the base "Hidden Palace" has been semi-approved. However, please know that Zurich is a system under a condominium with the Gallic Metal Service. This does not impact the protection of your Modular Base by our Armed Forces.

The semi-approval stems from the position of the future Modular Base. 3K above an existing installation is believed to be too close.

The general location is deemed as acceptable, however, it's exact location - above the universally-accepted "plane" and above an existing installation would render the future Modular Base a nuisance in terms of visual pollution, and represents a security risk with the Oerlikon Space Observatory. Changing its exact location is therefore needed. So we urge you to contact us, so we can guide you.
