I quote what I said in here from the Mod feedback thread:

Making a level difference maximum for PvP seems to be the most unintrusive way to solve the level problems. However, we should also have a rule for not attacking freighters at a lesser difference, as a level 50 fighter can obliterate a level 50 freighter easily. I'd suggest a 7 level difference between fighters as a maximum, and perhaps requiring fighters attacking freighters to be of less level than the freighter -- maybe even as low as 5 or 10 levels lower.

Adding to that, capital ships should be a reasonable amount lower than a fighter when attacking -- perhaps 12 to 15 levels lower, as money often does not translate to power in a cruiser as it does to an Eagle.

Of course, this is somewhat complicated. Anything simpler would be welcomed.
