I see it as a good bold move, and really, a Rouge Base +20k behind Manhattan is not so unrealistic. Some may want it to be a joke, but to me that's just another way of fighting without fighting. It's a perfect example of factions showing they want meaningful ways of growing, being willing to build and fight for it. It takes a lot of work to make any actual progress here.
