Time had proven that Chenzo had a capitalist approach to problems and achieving goals. This unhealthy approach was only made worse by the seemingly limitless funds incoming from his personal estate on Malta.

The only thing which set him apart from the other Maltese Dons, Ghosts and Maltese land owners alike was human life was truly valued.

The native Outcast population had been growing over the years, however extremely slowly. The influx of "Slaves" however was making the population sky rocket which although was good for the production of Cardimine, the fatality rate was also extremely high. Regardless of the fact these "workers" were purchased oh so cheaply through a black market run by allies in Liberty, they were still human lives.

Granja Justa was a farm like no other on Malta. Slaves would arrive fearing their inevitable deaths from the suggested chatters amongst those on the slave liners brought in by the Junkers, Chrysanthemums and alike. Chenzo would personally select families for purchase on arrival on Malta. These slaves were often overlooked by other land owners as children do not give out as much labour, took away energies from their parents and ultimately die before they give any benefit.

Chenzo's angle was he'd rather have a family who under the correct nutrition can grow to be effective workers. Through mutual respect of a second chance in life having fallen into the human trafficking ring for their own previous faults, now had a chance at something bigger and better, but they had to work for it.

Each family or group of "slaves" on arrival once passing Chenzo's personal inspection would be given a tent big enough for their group or family, food and water rations. The first week was to build their strength. No work whatsoever apart from assembling the tent itself. The new arrivals were encouraged to mix with others who were already established. Word of mouth of the fairness and equality offered to all who work as requested had proven to be much more beneficial than explaining rules to fresh arrivals who simply wouldn't believe them. After all, they are too good to be true for those hearing the words. After six months of living in the spacious tent, the family or group's performance is subject to review, the most important category being their willingness to dedicate themselves to the cause fully and no cause issues. Upon completion of successful probation, the family or group are granted the right to pick a piece of land on which to build a house from which they then "own" after another six months. Of course, these houses as well as the land would always be owned by Chenzo, the idea was to create an environment where work is completed and those who complete the work don't want to leave.

Chenzo was very aware that the people sold as Slaves at Malta are made up of drunkards, undesirables of Liberty society, folk that would run or cause problems if not kept under lock and key. The tented area was indeed fortified and guarded, as was the entire perimeter of the complex. This was however to protect those within and keep anyone else out, not hold the occupants within as prisoner. Everything a family could need from educational programs, food, socials and alike were available within the self sustained community of Cardimine farmers. It's success only driven by the fact there was always a massive demand for the supply of it.

There is always a large split of the population of Granja Justa that decide to become combatant or something other than a farmer and thus fly warships like the long standing Outcast known line of Sabres. Of course they would have to earn their ships but the Luciano family and associated families made it very clear they had no intention of taking their earned freedom anywhere else. They were happy with their self built house, earned after six months of landing and continued to work their way into the very DNA that organised and ran the farm itself.

The Luciano family, an adopted name past the birth of their first children became very trusted by Chenzo. They became heavily involved in the estate's running as their three years of initial occupancy and required labour to earn their purchase price had now ended, they were the family which was fast adopting of the ethics Chenzo wished to encourage. It came as no surprise to anyone else that they were the family which Chenzo approached before his departure. Chenzo laid out a few rules which the Luciano family was to follow.

1- The farm must always remain under the radar of any other groups of Outcasts or anyone else. This meant paying any bills, fines anything and everything of the sort. The produced Cardimine is to be logged and dropped off the same as every other farm does.

2- The profits of the farm after purchasing the necessary supplies and paying all individuals as the Luciano family see fit are to go into the purchase of everything required to build stations and warships, one of the three shetlands would arrive weekly to collect these materials, more if necessary.

3- The Luciano family are responsible for all going on, good or bad. A log is to be kept of major events, names and duties of those put in place for whatever purpose and their rate of pay(if past three years of service)
The log is also to detail the arrival dates, health of everyone to assist in managing their three year occupancy as unpaid workers following to their transition of paid workers.

4- Word of how things are run at Granja Justa were not to leave the farm itself, as others may wish to impede its development.

5- Where possible, the farm is to expand and consent from the highest level Don must be given(whoever that may be) to ensure the expansion is met with no resistance.

6- Those who pass their three years of required service are to be supported in their chosen path where reasonably practicable.
The paths allowed are:
6A; Continued farm work with pay, leave/holiday available- Most highly paid.
6B; Begin training into the Maltese Navy Service, Sabres & Falcatte's.
6C; Work within the local community to enhance the environment socially, health wise or educational(Evidence of qualification required)
6D; Begin hauling Cardimine/Slaves/other goods in the name of Granja Justa.
6E; The least preferred and encouraged to follow other paths; Supplied with a stolen CTE Civilian Starflier, Cardimine, food, water and oxygen rations and allowed to leave under the promise they do not ever tell anyone of how Granja Justa is run or even its existence. Such provisions will be met by the form of these people will be given the aforementioned by being escorted as passengers away by the weekly Shetland collection of materials ships.

7- A private military force is to be developed continually to help protect Granja Justa and keep others out.

8- Security and the general progress of the plantation is entirely at the jurisdiction of the Luciano family. Upon Chenzo's eventual return if their family has abided by all rules set out will be relieved of their duty or continue if they wish so.

9- Any slave or employee who dies in space or on any Maltese installation is to be recovered and given a proper Maltese burial.

10- Any rules which require making due to not being set out originally will be done by the Luciano family. The Luciano family understand that the weekly Shetland collection ships will monitor all goings on and take steps should things not happen as intended.

The head of the Luciano family 'Lucky Luciano' carefully read these rules upon Chenzo presenting them and agreed without stipulation. There was plenty to keep them busy and plenty of room for their personal growth.
