Also, before any nerfing of Barges, the only reliable source of cargo piracy, you will have to think of other ways to make cargo piracy easier in the first place.

Meanwhile, zero transports over 3600 cargo even have Countermeasures

My point was that why would any pilots who, thru prior experience, know that are needed
go forth without them?
