What you are referring to is the Confederacy, which was by all means neutral to Sirius, even to Bretonia and Liberty. This was pointed out in Haste's reply.

To reiterate what he said, the Confederacy maintained a neutral stance, but after the war with Kusari accepted the Enclave back in its fold and created the Gallic Union, which is made up at large of Enclave (read: former Royalists) leading a military dictatorship. This is the present status quo.

Care to show any law snippet where Liberty civilians and Gallia civilians are banned from one another?

I was told by Lemon several moons ago that the laws are being rewritten since at least a year, but the faction leaders involved can't get their sh*t together.

Disco development could use a feedback thread of its own, dumping all the dev feedback into admin feedback thread seems very unnecessary since admins have nothing to do with the course of development.
