perhaps he was docking to take missions from the corsairs to fix the tag?

His ID was not that of a faction openly hostile to corsairs, meaning corsairs would not be able to openly attack him without reason - why are the admins allowed to sanction him for it?

I can see it being sanctionable if he was fixing his rep to trade or smuggle, but he's a mercenary - he was quite obviously there to take jobs.
