Mr. Harabero,

I am honored to be speaking to you in person, as it is not every day that one receives the responsibility of managing such talks. Nevertheless, it is not in my interest to divert significantly from the main points, so I shall begin in earnest.

It is however with great sorrow that I mention that my past accomplishments are not many by number and far between in terms of either glory or immediate gain, as I have stayed on Malta for 50 years. In those 50 years, I have studied how the Houses operate, and learned even more about the various groups inhabiting the independent Worlds, although some remain yet to be understood. Aside from this meticulous studying, my time on Malta has also been spent helping my family with the large harvests of Cardamine, which I have grown quite interested in as much as looking outwards at the other regions of Sirius.

In terms of combat expertise, I have been part of a highly-trained, albeit small, cell of the Maltese nation, with Fiorella present in it as well. My time in the group was spent training in the field of ship commandeering, or, more simply explained, I trained to become one of the many people serving on the bridge of a warship.

It is my hope that with the grace of the Maltese Dons, I may be able to expand my knowledge beyond the present matters I have studied, but also that I will contribute significantly to the Maltese society, both now and in the coming cycles.

There remains one last aspect that I wish to touch upon, and have been asked to: the proposed reorganization of the Galileo and Kepler systems in the diplomatic standing of the Maltese nation. Thusly, to begin, I shall state that the proposed overhaul of our diplomatic system will not be a rigid system, but one based on mutual understanding and cooperation between, as Sirius classifies us, Outcasts, and the inhabitants of regions under our influence. The proposed method through which this approach shall operate is a strict system of vassalships, through which we receive significant sources of money, and, should the need arise, even discreet access to installations, and in return serving the owners of any such installation with a promise to defend them against threats to the best of our abilities.

I propose this in light of the growth of Malta on the stage of Sirius, becoming more than a simple hub for Cardamine exports, and with the potential to slowly, but surely, begin amassing forces for the complete subjugation of the sector, with the Golden Dream and an extremely pragmatic system as the basis for this bright future. It is only logical that we begin, as the old saying goes, testing the waters, so that our approach may be as flexible and open to outsiders as possible.

The benefit, as I have said earlier, is immense. Not only can Malta refill its coffers in but a fraction of the time it would take to do otherwise, but it would lead to major changes in the sector, which I hope that the Dons and other competent individuals in our society will be able to take full value of.
