How is this kind of RP allowed?

The notion of a sector-wide broadcast is patently ridiculous anyway. Real life radio broadcasts cover thousands of square miles, and yet, you have to be tuned in to hear them. New blogs and news articles hit the internet every second, but you won't find them unless you actively go searching for them, or you've subscribed to a feed. Even then, that feed won't have everything.

Similarly, you have to be logged into the forum and looking for broadcast comms threads to find stuff like this. It's not really Sirius-wide; it's just whoever cares to read it, which is, incidentally, hardly anybody at all. This is an unhinged college radio DJ screaming into the void, not some Emergency Broadcast System message that overrides normal public programming.

You wrote it better than I would. That and the idea where people often forget we represent such a small percentile of the total population and for the most part your character is just another drop in the sea of ships and characters doing the same things. It goes against the player idea of being the "protagonist", the hero who saves the day and majorly impacts an outcome of entire factions, wars or houses, which is appealing at a first glance. It's important to find the balance between the two, overdoing the hero arc can get too cliche too fast for the quality of the presented roleplay.

Regardless, as Loken pointed out even if someone does inRP "logically" stumble upon such a message, whether you choose to play along or ignore the entire roleplay it has no true inRP consequences on anything tangible. If it did we would be able to majorly impact storylines on our whim, and you can imagine what kind of a chaos we'd get once people started abusing it to fit their narrative.
