VI-5. The Following zones have been designated free development areas for bases owned and operated by foreign groups without ownership of any existing permanent base in their possession. Such groups are welcome to establish themselves in the following locations on the same plane as other bases free of charge:
In the vicinity of Deshima Station, Shikoku system.
Honshu system, in the area bounded by the following tradelanes: Planet Honshu <-> Akita Border Station; Akita Border Station <-> Aomori Station; Aomori Station <-> Planet Honshu.
So, because the location of my base falls within "the area bounded by the following tradelanes: Planet Honshu <-> Akita Border Station; Akita Border Station <-> Aomori Station; Aomori Station <-> Planet Honshu", I was under the impression that I would be exempt from any fees.
