Context: This treaty is to serve as a baseline for further development of the relations between the Corsair Imperio* and the Empire of Kusari. A mutually beneficial agreement between the Kusari government and Deterrence High Command has been brokered in order to facilitate economic prosperity, secure borders, and increased stability within the sector.

The Undersigned Plenipotentiaries, in the name of their respective Governments agree to the all outlined articles.

Article 1: Kusari Empire can request Deterrence’s assistance at any moment's notice*** against enemies of the Empire laying within or outside of its borders or to resolve border skirmishes and disputes.

Article 2: The expansion of the current agreement is to include special collaboration missions between the Office of Intelligence and the Corsair Empire in hunting mutual enemies and securing the mutual peace and prosperity of the sector. Intel is to be shared between factions in the pursuit of known common targets.

Article 3: Kusari Empire offers full access to Deterrence forces within the Kusari systems with any ships up-to-gunboat size. Capital vessels of bigger magnitude are still subject to restriction unless such warships have been registered prior with the Kusari government. These restrictions are to maintain the public image of no large-scale cooperation and assistance inside Kusari's borders against enemies of the Corsair Imperio.

Article 4: Provisional support has been laid within this treaty for the possibility of expansion of the standing agreement once a grace period**** observation has been completed.

Clarifications:
* This treaty is applicable to the Deterrence Corsairs as the de-facto power within Corsair society.
** On the exception when such enemies contradict Corsair regular Identification Friend or Foe system and risk critical diplomatic relations with known allies to the Corsair Imperio or Deterrence supporters.
*** Deterrence High Command reserves the right to withhold support under the condition of overwhelming enemy presence nearby Corsair borders, direct threats to Corsair installations, or similar events which require urgent attention.
**** This period is to last 2 standard months upon which a meeting is to be set to discuss current progress and results. If both sides are happy, the treaty can be supplemented.
