[Ships/FLHook] Turret Zoom broken, but inconsistently so

As per summary above, turret zoom works on some ships but not others. On my Liberty Dreadnought, I can't zoom out. Arbiter players and a Zoner Q-Ship player have also reported the issue. A Deimos player says it works fine for him. I'm able to zoom normally on my Shire transport.

I encourage players to post here if they have a ship that SHOULD be able to TZ, but CANNOT. Simply say "Shipclass TZ broken", eg "Arbiter TZ broken", so that we can compile a full list of ships which need fixing.
