I do however have a hot take (partially courtesy of Karst) to share on the whole 1ic / 2ic "problem": if your 1ic isn't willing to have a gov role in a Discord chat somewhere and work with the rest of their House to get stuff done, perhaps they're not that well-suited to being your faction's OFL.
We have had this system running for almost a year, and we have had no problems. I personally wrote the rules/constitution and at the end before joining ("ascending", in the Great Assembly's terminology), the signature of a binding contract between the representative(s), the government, and the host and representative of the server, about this, while safeguarding the confidential nature of certain sensible matters. It has been violated once by a member of an unofficial faction. We have had a total of three - (one who was an observer of the Government, I will not give name) violations of our rules, this last member was dealt accordingly according to the rules.
As for the the potential slowness, I had a Gallic member DM me about how they would like to have their POB registered ASAP, and how we discussed the details in DM, and have had the POB under the Modular Base Registry as soon as they posted - this is not favoritism, this is people enjoying that I, and the other representatives, are at the disposal of the players and their needs, and the Gallic Government's duty, is first and foremost, to be available for the players playing Gallic. How will this be capable in this?
