Not even remotely what I wrote. I said that an OFL that isn't present for six months at a time is a bad leader. If that's a controversial opinion I'm genuinely amazed.
Admittedly there aren't really any official mechanisms in place, because (a little bit like govs! funny, that) it was left up to the factions themselves. With an exception here or there that involved staff intervention.
Maybe post a player request and see what can be done.
it is what you imply. Explicilty by following your line of logic.
Either you force someone else to take leader position, against their will or time or ability. Which is sub-optimal.
Or
You have a leader that is gone or unable to represent their faction, not have representation in gov and as thus defacto making the faction "unofficial" by virtue of not having a voice.
EDIT: Admittedly, the current solution isn't great, but it works, and it seems to work just fine.
If there is cases of abuse that is the reason for concern, staff should take action ON A INDIVIDUAL BASIS, dealing will abuse case by case.
