Given that the Order holds no official recognition by any House, their organization is not considered a foreign agency, rather a terrorist one. Liberty lawfuls can use whatever they want from any faction without permission, other than foreign House navies tech.
Ah ok - I suppose if something is 100% then it's safe to say there shouldn't be RP consequences against using it from your own people by default anyway with the new system as you are "meant to" fly it.
EDIT: Hmm, navy tech on corps though? Still needs to be "sold" or licensed or not ?
