The event isn't happening in a bubble, normal RP consequences apply. For example, Samura can under these rules destroy relevant targets in Stuttgart, New Berlin, Frankfurt, Honshu and New Tokyo.
Whether they should do that is another matter altogether, considering lawfuls can and will impose repercussions within House space. Obviously pirates aren't going to care about that, but it'd be prudent for Samura to station their corporate death squads in the Sigmas.
