This has finally made it to my desk, though I am somewhat surprised at the content of your message. I would never call a cloaking device "cheap", regardless of the value of your organization. How is it possible that a non-profit medical organization such as MFE is able to use it in consideration for security assessments? Perhaps the border worlds have more of these devices available than I have realized? By the rough estimates of my adjutant, the purchase of such a device could have covered as many as 50 pirate bribes, without even considering the cost of maintaining and using the device.

All this is to tell you that I believe you're concealing something from your cost assessment, and I would like to know what that is before we proceed further. If cloaks were so cheap and available at avoiding danger, all of the organized smugglers plaguing House space would have invested in them long ago, and we would have had to adjust. You have the same problem to solve, but your solution is radically different, which raises my suspicions. You will need to provide additional details about your internal security assessment calculations for me to further consider your request. Finally, I would also like you to elucidate the urgency of your appointments. To my understanding, psychological counseling requires months if not years to produce tangible improvement in the patient.
