Having had a look at the code, all the keybind does is run the `/lights*` command, which is an alias for the `/lights` command. When you run that command, if you have no docking lights to toggle, you'll receive a "Light control not available" error message from the server. If you get that, then you can file a bug report for the specific ship you're flying. Otherwise I suggest you check your keybinds.
