No, you cannot order Corsairs to not handle relics as an OF, you'd get sanctioned very fast for that if you start shooting them when they refuse - it's what they are supposed to do hah. It's the same in Gallia - there are licenses handed out where you need "law enforcement escort and permission on-site" to enter certain areas and for certain factions. People get to just make lawful alts as part of their convoys and circumvent that. And that's all right.
If people make alts to fill their PoBs, you get to go after the non-corsair ships they use later pretty much.
OFs going after their own indies would be a very slippery abusable slope, especially if it's something in lore like Corsairs handling relics
