Promoting police roleplay - separating Police and Military identity?

Allow indie Police ID have access to /nodock via SRP or money option. Like pay X millions, your indie gets /nodock.

Maybe a commodity / consumable could work too ? Make it a money sink, and make people think a bit before deciding to use it - would also limit the amount of times it could be spammed.

Problem there is that a lot of people will just try to drag out the interaction as long as possible and it reduces the incentive to RP on Police side.
