Like RL, there is a wide range of requirements needed to keep people occupied/happy.
There are those than occupy their time without outside influence and at the other end of the spectrum, there are those than that need others to provide things for them to do (spoon feed them) as they can't think for themselves.
Now we all fall somewhere within those two extremes.
For the Devs, one end of spectrum is easier for them to provide for. ie, they provide the 'tools' and those people will find things to do with them.
As you get nearer and nearer to to the other extreme, it is more and more hard work to keep those people happy, as those will have different requirements to make the Game 'enjoyable' for them ie more PvP, more to explore, more to make etc.

With more items being made on POBs there are now more people out their collecting the required commodities/mining. The items require a lot of commodities to build and are spread out over the whole map (some of them are only available in one system) so a lot of travelling is required.

Within Gallia you might not be able to sell the ore directly to NPC Bases, but you do have Gallic 'fences' that can take the ore off your hands and move it on to those sale points. I know they have POBs in Provence and I am sure with a little RP, they will willing help you move what you take off of the miners (I also thought you were in the UC). Also the ore isn't where the credits are, it is in the Refined Goods (HRC). Once again the UC would help you 'shift' the goods to achieve good prices.
It just requires a little thought and some RP.
