A failure to stay official is 100% on the faction leadership.
If you can't or won't spend the effort to get something going, you deserve what is coming to you.
As for LH. If Snak had spent the time he uses to complain about things on the forums ingame, LH would still be official.
All parties involved do share responsibility but ultimately leaders can only do so much. And not all factions are created equal ie some have it much harder than others to generate activity and applause is deserved when they're able to make what they have work with the limited tools they gave available. But there's only so much they can do. We could have a world where everyone just trades for the sake of activity but that's not really in character or good roleplay.
There's not an easy answer to this. The question I ponder is that in Discovery's current state, keeping in mind the state of faction rights and faction influence, is there any reason to remove the failing faction's officialdom? What is the actual point of these checks? I feel like if a group needed to be stripped of officialdom due to failing their responsibilities or whatever, that's something that should be carefully reviewed on an individual basis rather than through a system like this. It's better to have some kind of representative for an NPC group than little to nothing.
