Rule-wise other IDs aren't excluded from the areas where events are taking place. They simply rely on normal ID allowances, have no access to special event rules, score no points and earn no bonuses.

If one side is interested in scoring as many points as possible, pulling in a bunch of unrelated groups would be a poor way to do that.

If we were going to restrict an event + area to specific IDs, it would probably only be for extremely short term PvP events (like a 2 hour window that's acting as a capstone for a longer event before it).
