Order being allies to Zoners doesn't mean they are going to give them all their technology to sell it to whoever they like.

So, I guess, Zoners have a cloaking device on Juggernauts?
And they are selling them to Outcasts, Dragons, GC, Hackers and Rogues.

Being allied doesn't mean "sharing technology".
Order having Supernovas doesn't mean giving them to Zoners, especially because Zoners DON'T need it, since they are peaceful.
They would maybe exchange technology with the Corsairs, but Zoners have nothing to offer them in exchange.

That simple.
