Minor PoB Rule Change

Another super minor tweak to the rules, really just more of a clarification:

3.2 previously read:

3.2 - You can apply for your base to be upgraded to Core 4 after 2 months at Core 3 and demonstrating productive base roleplay. Once approved the base will receive the blueprints required to upgrade the base.

3.2 now reads:

3.2 - You can apply for your base to be upgraded to Core 4 with at least two months of productive base roleplay involving other players. Once approved, the base will receive the blueprints required to upgrade the base.

This is mostly because you don't request Core 3 anymore so there isn't really a clear timeline for "when" two months would be.
