Bug: Militant ID has no techcompat with cruiser weaponry

The new Militant ID recently got cruiser access, however, it has no tech compatibility with cruiser weaponry.

Steps:

Have militant ID
Be flying Q-Ship or Hel
Equip cruiser weaponry (Eg. Zoner Cruiser Turrets)
Undock
Be greeted with techcompat warning about incompatible zoner cruiser turrets
