Bug: Technocracy NPCs missing reps

Additional Information: The Technocracy NPC faction seems to be missing mutual hostile reps with LSF, Xenos and Unioners at least, causing their NPCs to ignore each other. They will also not assist Vagrant NPCs in combat.
