On some of the points raised.
Inexperienced players (criteria: experience of RP and interaction, not time in game) often believe that the tag showing on another ship determines their expected RP behaviour (which is still a question of who to shoot in many peoples' minds - including many experienced pirates who shoot up BHG because "You're our enemy"). Hence we have ridiculous things like traders attacking BH id ship because of red guard tag.
Also anyone who makes a habit of killing a particular type of criminal will discover that the other half of the Sirius pirate divide is suddenly your biggest fan. Kill corsairs until the cows come home and outcast rep goes green. Hence they don't think things like "Docking rights for BHers? BH docking should be restricted to lawful bases, not at a Junker base."
Combining all these and you have some idea of how simply the game is seen through some peoples' eyes. They need to be educated first. If they don't want to learn, they will have to go elsewhere. The question is how to educate them.

Well I was going to say if people want to hang out in the biggest PvP/OORP hang-out joints in the game, let 'em but any pirates I've encountered there RP well. Not so the many badly played BHer caphwores there. I can see why the ID generates such negative feedback. How about an Admin going to these hotspots? Reckon they have enough to deal with as it is. I find it is a mistake to even use it as a shortcut. How best to educate them is the real problem here.
Taking bounties from unlawfuls? It depends on what you define as an unlawful action. Which matters most? Who the target is or who's paying?
I think one ship rather than the whole line needs fixing. Fix the BC (reduce stats or raise price) and this problem may very well go away. It is well cheap and too attractive (on paper) an option for someone to use to abuse the ID to PvP with good odds at winning. People choosing it as well may not be aware of how vulnerable the ship is to bombers perhaps through a lack of interaction with other players. Thankfully threads like this pop up so any person who has been guilty of dragging the rep down stands a better chance of seeing how despised particular misdeeds among BHers are and maybe learning.

Bounty Hunters threaten the livelihoods of others by doing unpaid work and risk having their licenses revoked. This is not a charitable institution and you scabs are costing real Hunters money.
