The primary problem is non-english speaking pirates and BHs there who don't understand rp. Then you throw in the opportunists who come there for a quick buck. Their tactics are only, "2mil or die!" followed by immediate gunfire which doesn't stop until you explode. It's a coin toss if they are attacking you for a reason that's even remotely plausible or if they will actually give you time to pay.

The actual pirates there who "work it" as rp are fine. The Bounty hunters seem to show up in 2's or 4's--all battle cruiser or higher. Usually they don't mess with you (Junker) but then randomly they might.

It's the random part that's annoying (insert: "I'm bored--kill you?").
