The 101st leads and controls the Outcast military-the Outcast military is responsible for keeping the peace in Outcast space and organizing the war against the Corsairs. Thus, while yes, they don't have sovereign control of Malta, if you do something they have the authority to lay on the hurt. You'll note that every single house military, (KNF, LN, QCRF and RM) has the exact same precedent.

3. But they aren't NEUTRAL. Neutral implies consent from both sides. Do you have the Keepers word that they won't EVER attack the 101st?

Yes, actually. Keepers have plans for the Outcasts, and don't shoot unless you provoke them. 101st don't attack Nomads and get other Outcasts to do the same, in return Keepers don't attack Outcasts.

7a. Well my Bretonian Gunboat Captain has relatives that are Liberty Rouges (some cousins from a few marriges ago) so he can go use LR guns and sit near Buffalo right? /sarcasm

7b. Outcasts do not have access to their own guard system (under your rules) so why should some foreign corporation captain be allowed in?

I don't blame you for thinking this way, the relationship wasn't made clear- the IND fund the Outcasts and specifically the 101st, have done so for years, and still can't enter without good reason and escort- they have no more rights than other Outcasts do (because yes, that would be silly).
