Problem is in enforcing those things, really. Your authority about these things is in question.
How come that defenders of Malta go to New York with 2 expensive battleships killing their own people?
That is not an RP act, though it maybe contributes to the general RP, but it maybe also pisses those people off.
Generally, you can't control every OC capital ship in game. Likewise, RM can't control every RM ship in game.
Imagine a RM BS going to New London to warn some indie RM Cruiser and ask for license. Won't happen.
They do it in their own space. You should to.
I think that was the point.
