Please read this document carefully.

The Provence System (Système Provence) is a large, beautiful system within the Gallic Border Worlds, with its own sets of laws and dedicated law enforcement.

The trade lanes and the region around Planet Marseille and the Monte Carlo Freeport are considered safe pathways and safe zones. Currently, (as of 2nd of Oct.), the Toulon Mining Base is restricted only to GMS vessels due to live fire exercises (LFX) performed in the region around the base.

The Mer Méditerranée is a large nebula comprising almost half of the system's Galactic East and is one of the main touristic attractions of Provence.
However, note that the safety within the nebula is not guaranteed, and that entry beyond the initial 10K of the nebula is prohibited unless a license has been requested from the Unione Corse, which can be requested here.

The Provence System is also, as described by the Code of Provence, a demilitarized system. Neutrality is a principle upheld by the Government of Provence and by the Unione Corse. By default, the neutrality means that many actors, such as VNSA (Violent Non-State Actor(s)) hostile to the Gallic Union can access Provence - this is obviously unacceptable as the Provence System also forbids any kind of use of the installations and Marseille as a staging point against Provence and its subordinate forces, the Unione Corse, or the Gallic Union in general.
However, periodic, or temporary (less than a week) exceptions after rigorous examination of the mission of a ship that is not accepted, can be accepted by the PCCL, which can and needs to be requested here. Frigates are not forbidden.

There are currently three types of exceptions/licenses.

MMJH - Mer Méditerranée Jump Holes Authorization — This license is valid for 6 months and can be requested by anyone.

This license authorizes the ship designated (only one ship) to access the Mer Méditerranée (but no installation(s) or Jump Hole(s) that may or may not be present). This license is generally advised for tourists and researchers.

PCCL - Provence Capital-Class License — This license's validity is depending on the mission of the vessel (whether passing through; one trip, or up to a week). This license authorizes the ship designated (only one ship per request) to access the Provence system. It is destined for Capital-Class ships that are forbidden to access the system.

The OCV Ma'at-Sekhmet. An "old relic", as described by its crew, and its Captain.
Captained by Pieter "Pete" Van Der Vyers for more than 7 years now, its crew rotating only in a seldom fashion.

Before then, the OCV Ma'at-Sekhmet was designed to be a sort of hybrid between the Resheph and the Geb. A capital-ship whose forté is long-range missiles and cruise missiles. It was, and still is, dedicated mostly for counter-intelligence, and patrolling, however, with the uptick of Nomad activity in the Taus and in Gallia, the Ma'at-Sekhmet was re-deployed, far away from its berths, from where it was built.

For about a year, it has been deployed in the fringes of the Gallic Union. Barely making contact with the Gallics who tolerated its presence only because it was not within their borders. It supported the Order's operations in the Taus, observing in the shadows, and making reports, ready to be ferried away covertly via Freelancer pilot or other, all the way back to Akabat.

Today, it was a different day. After some discussion with the Order's High Command. It was decided by the Captain and every member of the CIC to join forces against a potential invasion by the Kusarians, so far away from their homes, infested humans, and the Core, always present, verily, the vultures of SIrius. But the Order held against all odds during the Nomad War. And Fort Carthage will hold.

The Ma'at-Sekhmet was quickly redeployed where it was built; Fort Carthage. During the heightened period of tension, it patrolled, making sure everyone is "correct". Everyone who isn't, is promptly "neutralized". Akabat; Taba; Carthage. All were targets for the enemies of the Order.

OVERVIEW

The Gallic Union and its subjects found themselves in front of a stinging question - the lack of allies and the lack of discipline across the various branches of the entire Gallic Union. To answer this, Director Maréchal Louis de Villiers drafted an inter-branch and inter-service exercise that will span the entirety of the Gallic Sector and the TEA, as well as Zurich in order to gauge the Gallic Armed Forces' and its allies & corporations' reactions and defense capabilities against foreign aggression. With rumors of possible retaliation from the Kingdom of Bretonia, and their blatant violation of the Accords of Leviathan that put an end to the war, the "Gallic [Union] must be ready to face any foreign aggression, and must be ready to show that it is not a wasteland, but a land of the powerful, of the resilient; of those who helped themselves when the times were the darkest, and reforged our own House again from the ashes of constant wars".

With the fiasco that was the Kasier's invitation in Gallia, caused by terrorists fighting a lost war, this exercise might be the catalyst to bring the various branches that comprises the Gallic Union together, and illuminate the answer to this stinging question: "that foreigners from the Sirian Sectors have always been a bad omen [...]", and that "[...]only Gallics can rely on Gallics."

The exercise is rumored to have the participation of all the branches of the Gallic Armed Forces, and Gallic corporations and cordial factions. This being the first exercise of 751 A.G.S., the GNI has high hopes for the Gallic Union to show its willingness to train, and most importantly, defend itself... However, a cordial exercise in which the Gallic Forces will train cordially might not last, due to the TEA situation being more and more catastrophic, with reports of hostile Houses and polities activity, and even Nomad activity.

If this event gains traction or particular interest, "GALFOREX" will become a regular inter-factional exercise and might invite other factions as well.

A news article will be published that will notify the public on the exercise's result.

Targets and payout

To preserve the peace in the TEA, and the Gallic Union, the fellow factions have been marked to fight against. The following factions are targeted by this system. Unnecessary cruelty is not needed. Think of it as euthanasia - putting down a rabid dog. Cleansing the TEA and the Gallic Union and Provence is a priority. Remember the locations of where the executions can be claimed before hunting.

Nomads & their thralls: 50,000Fr - the existential threat against mankind. Increased Nomad activity has been detected in the TEA after the devastation of the Brittany system.
Outcasts: 50,000Fr - the other half of the Hispania. A polity on the outskirts of the TEA. Delusional, slaver people. While they can be reasoned with - kill on sight.
Gaians: 50,000Fr - a fanatic, quasi-religious, Bretonian terrorist group active in the TEA. Thwarted the evacuation of Gallic civilians from Planet "Gaia" (Sirian Design.) by using biological weapons of mass destruction. Kill on sight.
LWB: 40,000Fr - it is not clear why the Landwirtrechtbewegung is targeting us. Active in Rheinland, they are a thorn in our operations in this House. However, we cannot intervene there, yet.

Classes of targets:
Executing a target will also engage a bonus payout according to the class of the target(s).

Battleship/dreadnought: 150,000Fr
Battlecruiser: 100,000Fr
Cruiser: 85,000Fr
Gunboat, Frigate: (combatant ship): 60,000Fr
Strikecraft (fighters, fighter-bombers, bombers) = 10,000Fr

Multipliers and awards:
Executing a target in specific conditions will yield a multiplier in addition to the normal payout. These current multipliers can and will be modified, including the multiplier.

Defender of Provence: - x2.5 payout on the target (x3 if there is an Outcasts incursion) if it happened in Provence.

Equalizer: - x1.5 on the payout if the target has been assisting Unione Corse combatants.

Border Guard: - x2 on the payout if the target has attempted to breach the Languedoc security apparatus (Tau-23 and Languedoc only).

State of Emergency: - On all multipliers, only when, and if a state of emergency has been declared, a second multiplier of x2 is to be applied. As of the XXth of May, 751 A.G.S., no state of emergency has been declared yet (in accordance with Provence's Legislation §3.2 on the declaration of a state of emergency).

Awards are given on a case-by-case basis. For more information, please read the Unione Corse Primer (link to be added once it is finished).

Example: An Outcast Battleship has been put out of action by you. Congratulations! The payout shall be:
