We understand your Need for Justice and the Reason for it all too well. Gallic Forces used the Empty Resorts of Curacao for Target Practice During the War and the Costs for Rebuilding what they Destroyed were Astronomical. And we still have the Wreckage of the Gallic Battleship Bethany floating in the Cortez System to Remind us of these Dark Times.

I also see that you have some concerns about our Standing Towards Bretonia. We indeed dont have a Positive Standing, but this has a Good Reason. We are Neutral with all the Great Houses of Sirius. We dont prefer one house over the other, Our Standing towards the Republic of Liberty is the same as it is towards the Governments of Rheinland or Kusari, and of course the Kingdom of Bretonia. This Historic Neutrality Has a Good Reason and was beneficial for Many Negotiations and Deals in the Recent Decades and Centuries. But dont Misunderstand our Neutrality with a Lack of Care for Bretonia or its needs. In Crisis, you could always Depend on us in the Past. From the Convertion of the Shetland into a Hospital Ship during the Gallic War, all the way to our Offering of Transportation for Leeds Refugees free of Charge, Orbital is there when it really Matters. And while we dont Share all of your Enemys we do share most of them. The Proof of this can be found in the Attachment.

Now as for where we Procure our Cigars from. Most of them are Bought from Various Sirian Vendors, such as Interspace Commerce on the Bonn Station in New Berlin, or Waterloo Station in New London. We also have a Small Production of Tabacco and Cigars in Greenhouses on Curacao and Baden Baden. But this Kind of Production is more of a Novelty than it is really able to make us Self-sufficient. Some of our Cigars are also directly to Baden Baden for our Guests on the Planet and to Refill the Storage Rooms of our Liners that Stop at the Planet. If we had a 100% Sirian Supplier of Cigars then we would Switch Immediately to Comply with Bretonian Regulations and Laws. But sadly this is not the case in the Current Market Situation. And while our Bretonian Guests might Understand the Reason for your Embargo and would be happy to Comply. I am sure that our Guests from the Other Houses will have a Less Understanding of Nature and might Complain if we Take away those Precious Cigars from them. We also dont Intend to Sell them inside of the Kingdom, This License would be for usage on board our Liners Only.

As a Final Offer to prove our Friendship with Bretonia, we would like to offer one of our Liners as a Neutral Meeting Ground between the Kingdom and the Gallics for Possible Negotiations in the Future. We know how hard such Negotiations can be and we are Convinced that a Neutral Meeting Ground could only Benefit such an endeavor. We all know that the Cause of the Kingdom will not be Realized by Sanctions alone, and if we at Orbital can be a Part of the Solution that Keeps the Peace then we would be more than Willing to Play the Role of Neutral Host.
