Snubwise, I've been told (by Wesker and some others that people agree are 'good') that competency follows the red queen hypothesis - and apparently while there's been a lot of effort into making mechanics available for allowing anyone to contribute in a group fight, that skill ceiling is always rising and approaching it will require overtaking the people who are already great and continue to get greater.
I have a great deal of trouble seeing how mechanical skill in this game would transfer elsewhere, but the amount of time and effort it takes to 'get good' at snubs seems quite high.
Capwise, ANYONE that can find an hour or so to learn can be good enough to chip away at even the best capwhore. The skill floor and ceiling are low enough that I really doubt that there's anyone that can reliably beat even three or even two average equal class ships solo - which is not the case for snubs. It also helps that the last few updates have drastically changed multiple cap play mechanics so that new and old players alike have had to relearn how to play.
