[Official Event] Eroding the Arch

I have added the three NPC battlegroups which are part of the event. Starting tomorrow, some or all of them may show up in-game.

When a group's disposition reads "On Patrol", it will patrol around Tohoku at multiple points throughout the day. I will try to keep the patrols within prime server hours, but this will depend on my availability during the week.
