The Holiday Mode setting is global, applies to all bases.
It's meant to give PoB owners some relief over the holidays. In addition, any bases deployed shortly beforehand are frozen to ensure their suppliers don't speedrun their bases to Core 3, preventing any roleplay consequences from occuring from any unfriendlies.
I'm afraid there's no way to opt out. Go enjoy your holidays, you can resume regular player base activities after January 5th.
